Does it cool off to normal operating temps at highway speeds and heat up in traffic or at a stop? Or is it just hot all the time?

Since you replaced the radiator and thermostat, it could be either the water pump or the viscous fan clutch. I would lean more towards the clutch. It engages the mechanical fan based on ambeint temperature. If the clutch is bad, the mechanical fan might not engage fully or at all, causing the engine to overheat.
