We had the same problem on our 2 1999 xj's. First we got tune ups then changed the fuel pump on one. That did not work. We then changed both batteries. That worked. No cranking power. With the old bat When the car finely got started and up to 209 it would idle fine but was hard to start. It just took a new mopar bat to fix it. Change them every 4 years.

Most of the time when you have an idling problem its because the Idle Air Control motor has carbon build up in it or it just plain and simply stopped working. The IAC motor is on the side of the throttle body opposite the throttle position sensor. Have you replaced that?? In extreme cases it could be a combination of both the TPS and IAC motor....

Okay, so you've cleaned the throttle body, but have you verified your IAC is working?

Does it still idle bad when its warm? Does it overheat? Does the vehicle idle rough period? No check engine lights? So when its hard to start you hold the idle to keep it running. Let me know what goes on with it, if it overheats and barely runs, could be head gasket, if it runs like shit even when its warm, just could need a tuneup. If there has been a check engine light on before you should check memory codes and that might give you something to go off of. Hope this helps
