It is indeed a vacuum tank. used for Cruise control amongst other probably more important stuff (emissions etc.)

It needs to remain in place or relocate it if you are replacing/modifying your bumper.

I am sure someone else can elaborate . . . .

my mechanic told me that is a kinda vacuum buster. and as fare as i know it is just for you auto locking hubs. i accidently ripped mine off and guess what, no front wheels after that. But i found that all i had to do was attatch 2 of the vacuum lines together and it works just fine, but I don't have cruise control so i dont know about that one.

actually my hubs still locked in when i had a decent sized hole in it and it was filled with water, it only stoped working after the whole thing was gone. i would suggest just checking if you 4X4 works and your cruise control and if it does then just leave it alone. But that is just what i would do, but then again i beat the the shit out of my jeep so... maybe you care more about yours.

Yea, it's a vacuum canister. 92+ XJ's do not have a vacuum actuated front axle. So that's wouldn't be a symptom on a 96. If it's bad, it will cause problems with cruise control (if equipped) as well as with the heater/AC vents. It also supplies residual vacuum to the brakes...so that if the engine stalls or dies, you still have the vacuum boost to stop the vehicle.

Most speed shops sell aftermarket canisters which are much better than the craptacular unit that came from the factory. I would also replace the vacuum lines to and from it...they are prone to cracking.
