Which t-case do you have? I'm assuming 242. You may just have to adjust the linkage!

Need to know that T case model?
But to help your problem of getting it out of 4wd.
Their is thing called transfer case windup.
When you shift the handle back to 2wd and the steering seems to pull
and the transfer case is whining a little.
Stop the vehicle and backup about 50 ft or so and the transfer light
should go out and the transfer case should stop whining.

Then you almost certainly have the 242 case. Does it shift freely into 4full? If so, it is probably the linkage rather than driveline windup. Particularly if you have problems shifting 4full->4part->2wd without stopping for a significant time in 4part (windup will only occur in the part-time modes).

Best regards,

I can shift the handle in to all the gears. but the jeep will only go in to 4part and once its in it wont shift back to 2wd.

Check the linkage, it may need to be adjusted. Loosen the adjusting bolt, then pull the shift lever back to 4L and retighten the bolt.
