98 XJ idling too high. TPS reading off?

I used a voltmeter on it. the manual says that it should be above 200m when throttle is closed, and a little less than 4.8v when the throttle is open, and to replace it if it is far enough off (however far "enough" is). it's reading .77 closed and 3.9v open. I'm guessing it needs to be replaced. any thoughts? THANKS!

Well, I took it to ye olde zone-of-auto, and had a little diagnostic run. it indeed was the TPS.
