Our 95 Wrangler will not start when I first turn on the key and actuate the starter, although it will turn over. If I pour gas in the air intake port, it will still not fire.

What does happen is this: I turn on the key and after a few seconds there is a faint clicking coming from near the relay box by the battery box. The clicking becomes gradually louder and then after 60-90 seconds I hear the electronic fuel pump kick in. At that point, the engine will start and run normally. I replaced the fuel pump relay and it didn't change anything.
