I would look for a vacuum leak first. That will affect idle, sometimes making a car rev higher sometimes lower. You could plug it where it starts at the intake just to rule it out. Does it do it both cold and at operating temp?

yes, it does it all the time, and im sure its a vacuum leak b/c my jeep was used as a work-horse on a farm type place, and also used for play, and due to that it is really worn out, and is missing like all of the vacuum lines under the hood and as you know of course...there are like 45mil lines...im guna have to buy the whole set from a dealer Neutral and see what happens then

check your throttle positioning sensor(TPS),also check your idle air control valve as well as your coolant temp sensor...on the 4.0 i know the tps and iac valve are right next to eachother on the throttle body facing the front of the jeep right under the intake hose ... some of the tps sensors are adjustable too
