2003 WJ electrical problem

I just had to strap my parents' '03 WJ out of the driveway because it won't turn over and they need to get around in the TJ for awhile. Anyway, when the security system is deactivated by remote, you hear a clicking sound from the alternator like someone is attempting to start it up. If you look at the instrument panel when this happens, all the dials move simultaneously from one end to the other (and sometimes all around!) like it's possessed. Putting the key in the steering column and turning it on produces the same effect, clicking but no fire and needle movement, but so does touching the gas pedal, the brake pedal, the gear shift, the t-case shift, the turn signal, the radio, the A/C, pretty much ANYTHING that draws power from the battery/alternator.

What I suspect is happening is an electrical short somewhere in the security system that is causing this to happen, somewhere probably close to the cut-off sensor. It's gonna have to go to a stealership, I know, to be isolated, but I was wondering if anyone has any ideas on what else could be causing the problem? It's very intermittent (won't work for a week, able to start it up again for a few days, stops working again...), and I have looked at all the fuses I can get to and none LOOK to be bad, but that's no guarantee.

Any thoughts?

EDIT: It might be older than an '03, maybe an '02, but definitely a WJ, so I don't think it makes much of a difference. Bad part about it is they didn't get an extended warranty Rolling Eyes , so now everything that goes wrong comes out of their pocket. Now it's almost as bad as when the '01 TJ's battery almost fried itself (Don't ask...if it can or can't go wrong, my family figures a way to make it go wrong.).
