is it the track bar? its in the front and goes behind the bumper to the other side both sides popped out

Swaybar link. The ball and socket joint fails quite frequently on Wranglers. They are not a great design. Look into aftermarket swaybar disconnects or replacement links. You can pick them up at a local auto parts store as well.

i think i just need the bottom part not the whole bar, but i cant seem to find them, on quadratec

The ball piece will come apart from the bar that goes around to the other side. The part you buy will bolt back into the bar and down on the axle. It will have a new ball and socket. This piece is the sway bar link. Some parts stores sell them under sway bar link kits. Autozone, advance auto, oreilly, they all have them.
