I have seen Bushwackers on '97+ XJs before, and from what I've heard it's not THAT difficult to do, but it does involve drilling as the fender holes do not match up. In addition, the windshield fluid bottle sits right in an inconvenient spot for fender modding, and as such should be relocated to keep from puncturing it. Rusty's makes a replacement flare for the newer XJs, but it's nowhere near as reinforced as the Bushwacker.

If you want to go cheaper, you could mount TJ fender flares in their place. Aesthetically they may not be as appealing, but they are much tougher than the factory plastic flares.

Found this link to a site that sells 1997+ fenders new, if that's what you are talking about.

The 1997+ flares are trimmed to fit neatly with the rocker panel trim on the bumpers, where as the 1987-1996 flares go all the way to the bottom of the fenders/quarter panels, like this one.

But other than that, I believe they will bolt up if you trimmed them off.
