I found a site where someone used the mounting brackets for their old rear sway bar in place of the rear BPE. I was wondering if I could use a 1" spacer in addition to the brackets to get about a 2" drop in the shocks.

You could...as long as you make sure that the shocks won't bottom out under compression of the rear suspension. If they do, they you'll need shorter shocks.

I've used the sway bar brackets for BPE's on both of my XJ's. They work fine. The braket won't work on the front unless they're modified. I'll post up pics of my home made front BPE's.
As for the spacers, I agree with Phantum.

These are for a ZJ, they'd be the same as an XJ.






I made these rear uppers for a TJ. After having to drill out the bar pin bolts!
