First, I'm going to move this to the forum dealing with tire tech as it applies to all tires.

In the example tire size you provided, 245/70R16, the first number (245) is the crosssection width (i.e. sidewall bulge to sidewall bulge). The second number (70) is the aspect ratio, or the ratio of the tire's height on one side of the wheel to it's height. It's kinda like a percentage. With a .70 aspect ratio, the height is 70% of the width. The last part (R16) is the rim size. This link shows you how to calculate the tire size in standard measurements from metric measurements.

What this all means, to answer your other question, is that a 245/70R16 tire is taller than a 245/35R16 tire (if one even exists) as the aspect ratio is half that of the 245/70. These tires are the same width.

A 305/70R16 is taller and wider than a 245/70R16. From the first number, you can easily see that the tire is wider as 305mm is larger than 245mm. While the aspect ratio of the two tires is the same, 70% of 305 is larger than 70% of 245.
