Within the last 3 months or so it has been happening more and more frequently. Often on the second start, or starting while the engine is still warm, it will immediately jump to 3000 rpm and sit there. Every 20 seconds or so it will surge to 3100 and then back to 3K. Sometimes it will drop to normal after a minute or so, but sometimes it won't and I have to shut 'er down and wait 10 minutes. Even then it doesn't always work, and I have to shut 'er down again.

The ICM is less than a year old, battery and starter are new. Any suggestions? (It isn't a sticky accelerator or throttle cable, I've checked those)

It's most likely something with the throttle body. I would pull the TB off and throughly clean/inspect it. The throttle position sensor (TPS) may not be adjusted properly or it's shot. The idle air control valve (IAC) could be sticking, have a bad connection or the o-ring is shot causing a leak (when you shut the engine off it adjusts itself for the next start up). The egr valve (not on the TB but worth checking) could be partially clogged or stuck open. Also check all the vacuum hoses. They are plastic and prone to developing cracks/leaks.

Any one or combination of the above would cause the computer to try and compensate by racing the engine.
