When you say "seized" you mean they just won't turn? XJ's (well...Jeeps in general) are known for stubborn bolts. Have you soaked them with PB Blaster? Try tapping the bolt heads with a hammer, then re-soak in Blaster. You can also try using a torch to heat the bolt...that can also free them up.

The only one that is forgiving is the lower shackle bolt...if you cut/break it just replace the nut and bolt. If you cut/break either the forward spring eye or the upper shackle bolt (or break the weld that hold the nut inside of the frame rail) it's a world of hurt since you'll be cutting into the deck to fix it.

Of all the XJ's I've lifted, I've never had one break on me...and most of those lifts were installed before I owned air tools. I have read about people who have broken them...mostly due to haste. Just soak them down, tap lightly, heat them up, tap a little harder, soak again....then take your time and coax them out.
