Cape Hatteras National Seashore is under attack by the environmentalists to completely shut off all motorized access to the beach. There is a special committee that has been appointed by the Federal Court to make the new rules. We want to make sure that our interests are being addressed and the only way to do that is to have representation on the committee. This is very important:

I am writing to express my deep concern at the elimination of the third ORV use sub-group membership (seat) from the Cape Hatteras National Seashore negotiated rulemaking committee. As one of the 500 + members of Virginia Four Wheel Drive Association, I have learned that the seat originally allotted to represent our association has been eliminated, yet the environmental groups have retained one of their extra seats awarded to them after the draft committee proposal was released in June. As you will recall CBI received a nomination for two of our members to serve on behalf of the Virginia Four Wheel Drive Association as well as several of our member clubs.

This action is an enormous injustice to thousands of four wheel drive enthusiasts in Virginia who routinely look to Cape Hatteras National Seashore for recreational opportunities. By any measure, Virginia's four wheel drive enthusiasts are substantial stakeholders in Cape Hatteras National Seashore. For this large group of constituents to be excluded from the negotiated rulemaking process is neither fair nor balanced and leaves the committee overwhelmingly skewed in favor of the environmental interests. Such imbalance calls into question the legitimacy of the negotiated rulemaking process itself.

Time and again, we have seen that environmental interests attempt to impose their will by "stacking" representation to favor their views. You can, of course, correct this imbalance by restoring the Virginia Four Wheel Drive Association seat at the table in your recommendations. In doing so, you will ensure that the collective voice of Virginia's Off Road Vehicle users of Cape Hatteras National Seashore will be heard.

I want to hear from you that you have taken positive action to restore the credibility of the negotiated rulemaking process by recognizing Virginia Four Wheel Drive Association as a stakeholder in Cape Hatteras National Seashore and restoring our seat on the negotiated rulemaking committee.
