i have a 99 Cherokee sport 4.0l 2wd auto. The steering seems to be really stiff and hard to turn. The fluid resivior is full no leaks. It doesn't feel like there is no power steering at all just a lack of. I am not sure if the system needs to be bleeded or the pump is bad. any suggestions??

Is the fluid foamy or do you have any hissing noises? If not, that should rule out a leak. And you'd have noise if you got air into the lines - it normally bleeds itself after about 20 turns. Does the steering wheel return normally to center after making a turn? You can try checking the pump pressure, but I think you need a special tool. IIRC, the pump should flow about 2.5 GPM at 1500 RPM. Is the pulley bent or worn? Is the belt tight on the pulley?

No eaks or foam. It will eventally go back after a turn but not like it should. Does the stabalizer on the tie rods have anything to do with it? It also gets good pressure. I am not sure if has anything to do with the suspension. I greased all my buschings and joints. The pump doesn't make any noise when turning.

my Cherokee does the same thing. At slow speeds the sterring is very sluggish , and very hard to turn. When at full lock, the steering wheel WILL NOT COME BACK TO CENTER, it will just drive in circle after circle, making the front tires just plow across the asphalt.

ANY HELP WOULD BE APPRECIATED

My 90 XJ had similar problems and on earlier XJ's it is not uncommon that the gears in the power steering pump get shredded. This could be the cause on your 99 as well. If the gears do get damaged the chips will eventually cause the the pump to fail. My symptoms were similar to yours. It was a slow process to fail and it starts by the power steering temporaily going out. When gas was applied in a turn it would re-engage, but after a few months it would not re-engage at all. The gearing failed all together and the pump as well as the reservoir had to be replaced and the whole system drained. The reservoir was replaced because the chips caused blockage on the return hose. The pump is inexpensive compared to the reservoir. This was back in 98 or 99 and the total cost at a mechanic would have been over $500. The reservoir cost $300 just for the parts if I remember correctly because it is not a repairable item.

This is the troubleshooting guide for it:
