Haven't had the top down on my TJ. I've dropped a million CJ windshields but never a TJ. It does look a little more complicated, but should still be relatively fast and simple. The reason mine stayes up now is from experience.
[1.] If you follow someone you wont eat so much dust, and...
[2.] No shots to the forehead from the local large bugs. (This is extremely hilarious when witnessed happening to a friend Razz , but can be painful when experienced personally. Shocked )

Not hard at all.

It's very windy - depending on how fast you go

I can rdrop my window in just a couple minutes if I already have the top off. ...I also have a full cage without winshield tie-ins.

If you are stock; remove the two bars between the windsield and main hoop. You'll neeed a T-50 (tamper proof torx bit) and (if I remember right) a T-30 bit. Remove the windshield wipers. Remove the two torx bolts on the outside of the winshield frame and fold it down.

yeah it's pretty simple. one thing to remember is that your windshield frame is a vital part of your roll cage (unless you've got something aftermarket) and if you were to roll with the windshield down you wouldn't have much to protect you.
as far as the ride... get some goggles if you're going over 30. i crushed my windshield frame and had to wait a few weeks for a new one to be delivered. for the first few days, highway driving was pretty fun but after that it was drivin' me crazy.
